Responsibilities
This Equal Employment Specialist position is located in the Equal Employment Opportunity (EEO) Management Branch, Civil Rights, Diversity and Inclusion Division (CRDI), Office of Civil Rights and Liberties, Ombudsman and Traveler Engagement (CRL/OTE), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will serve as a Compliance Manager acting as a liaison between the Civil Rights Division, Office of Chief Counsel, Office of Human Capital, and Office of Finance and Administration to ensure that the Agency complies with the terms of EEO settlement agreements and Equal Employment Opportunity Commission (EEOC) decisions.
Maintaining complete case files for TSA EEO settlements and any orders contained in EEO decisions on TSA complaints rendered by the Department of Homeland Security (DHS) or the US Equal Employment Opportunity Commission (EEOC).
Advising and consulting with managers on the terms of EEO settlement agreements.
Coordinating and communicating with stakeholders involved in the implementation of EEO settlement agreements and orders in EEO decisions rendered by DHS or EEOC and monitoring to ensure compliance to minimize the potential for a perceived breach or a failure to timely comply with an order.
Maintaining a spreadsheet of all pending or completed actions taken to comply with EEO settlement agreements or orders.
Preparing responses to allegations that TSA breached a settlement agreement and submitting compliance reports to DHS or the EEOC regarding any orders rendered on TSA complaints.
Assisting in the preparation of statistical analyses of compliance issues.
The major duties described above reflect the full performance level of this position. Typically, the lower Pay Band (Pay Band H) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications
To qualify for the SV-H Pay Band
(equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Ability to interpret EEO settlement agreements and EEOC findings of discrimination; AND
Ability to interpret allegations of breach of settlement agreements, and experience preparing written responses to such allegations; AND
Utilizing knowledge of the Civil Rights Statutes and Regulations and EEOC Management Directive 110.
To qualify for the SV-I Pay Band
(equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Applying civil rights statutes, regulations, and case law to prepare reports (e.g. EEO Compliance, EEOC 462 and NoFEAR); AND
Preparing settlement agreement and/or findings to allegations; AND
Compile & analyze data to create charts and graphs of settlement implementation; AND
Facilitating a team to strategize resolutions to equal employment challenges; AND
Tracking and monitoring equal employment discrimination settlements and corrective actions.
Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
