Summary

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: This position will be located at the US Army Installation Management Command, Equal Employment Opportunity Office, at Rock Island Arsenal, Rock Island, Illinois.

The Quad Cities area is located on the Mississippi river and has all the advantages of major cities to include minor league baseball, hockey, and other sports related opportunities. Shopping malls and discount stores have everything a shopper could want. The area has a museum, IMAX Theater, art galleries, and a zoo. To travel to these points and more, the area has a metro bus service, many taxi services, streets and interstate highways that are not crowded, as well as an international airport.

This position will be filled on a permanent basis.

This position will be filled at the GS-07, GS-9 or GS-11 level. If selected at the GS-07, GS-09, noncompetitive promotion to the full performance GS-11 level is authorized.

Responsibilities

Compiling, extracting, and analyzing information and statistical data from a variety of sources and prepares miscellaneous EEO reports.

Advising the Equal Employment Officer and other staff managers on problems affecting the promotion, development, training and recruitment of the groups represented in special emphasis programs.

Assisting in developing and implementing the Command's EEO Program as mandated by the EEOC Management Directive 715 (MD 715).

Ensuring complaint files are correctly assembled, tabbed, and complete prior to forwarding to the Equal Employment Opportunity Compliance and Complaints Review Office, HQ Department of the Army.

Analyzing, drawing of conclusions, developing program plans, implementing and evaluating, developing and writing position papers, and application of EEO principles to identify and/or resolve problems of a systemic nature.

These duties are described at the full performance level of 11. The duties at the 7 and 9 level are developmental leading to such performance.

Specialized Experience GS-07: One year of specialized experience which includes: Supporting senior staff by making initial contact with employees and managers to obtain information on complaints; Assisting with analyzing procedures for filing complaints by employees; and Assisting with recommending solutions to resolve the informal complaint. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education GS-07: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:

(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

OR

(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 (B or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.;(Note: You must attach a copy of your transcripts.)

OR

(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).(Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Specialized Experience GS-09: One year of specialized experience which includes: Process Equal Employment Opportunity (EEO) complaints; Participate in the complaint process by collecting records of formal and informal complaints; Conduct studies to identify Equal Employment Opportunity (EEO) problems within the organization and Assist with the preparation of resolution agreements for employees and/or managers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience GS-11: One year of specialized experience which includes counsel on informal and formal complaints and come up with resolution at pre-stage of the equal employment opportunity (EEO) process. Input data into systems (i.e., timelines, tracking sheets) from cradle to grave on the equal employment opportunity (EEO) process. Research and comprehend policies and procedures (i.e., Army regulation 600-690, code of federal regulations, etc.) to provide advisory services to internal and external customers. Analyze facts, identify problems, report findings, make conclusions, proposal action, interpret law, regulations, and apply legal requirements within the work force on EEO issues. Coordinate mediation meeting with management and complainants. Conduct counseling's, negotiations, appeals, investigations and hearings regarding grievances.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education GS-11: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
