Summary

Reclamation is seeking a career professional looking for an opportunity to capitalize on his/her expertise as an Equal Employment Specialist, managing special emphasis programs and performing a variety of duties on behalf of the Bureau of Reclamation, including its regional offices.

Responsibilities

- Develops and implements diversity and Affirmative Action policies and procedures, and provides managers and employees with information and interpretation of such policies and procedures.

- Plans, coordinates, monitors, and evaluates Reclamation’s multi-year Affirmative Employment Program Plan. Prepares annual and Accomplishment Reports and updates.

- Prepares the annual Management Directive 715 (MD-715) Report by conducting statistical analyses of work force data, conducting problem and barrier analysis, and measuring progress of objectives and actions items.

- Compiles, extracts, and analyzes information and statistical data from a variety of sources and prepares miscellaneous EEO reports and briefings. Routinely prepares briefings and presentations on Affirmative Employment and Special Emphasis Programs.

- Compiles and analyses employment statistics in order to prepare plans and reports on employment activities and to provide recommendations for alleviating under-representation and enhancing diversity within the workforce.

- Coordinates and leads meetings with Regional diversity coordinators and special emphasis managers, developing agendas with members, assures meetings are focused and productive and provides feedback to those participating.

- Develops and presents educational projects and exhibits, visual aids and other promotional materials to increase awareness of program issues and integrates existing and new programs.

- Provides consulting services to management officials at all levels in identifying barriers to equal employment and provides technical assistance in carrying out their EEO objectives.

Qualifications

All applicants must possess one year of specialized experience at the grade level below the grade to which they are applying. To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as defined below:

GS-12: Specialized experience is defined as: Conducting analysis of the MD-715 report and: providing technical information for diversity and inclusion to higher level management; identifying strategies to incorporate diversity and inclusion goals; and/or developing research studies to provide recommendations and education on diversity and inclusion.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Bureau of Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
