This is a Recent Graduates position in the Pathways Program.
This program provides an entry-level developmental experience with the potential to lead to a career in the Federal Government after successfully completing two years under the Program. Upon successful completion of the developmental program, Recent Graduate appointees may be non-competitively converted to a permanent position without further competition.

Assistant Administrator Finance & Management, Deputy Assistant Administrator for Financial Services, Office of Budget and Programs, ABP-1.
Incumbent will apply experience and comprehensive knowledge of the financial policies and law and conduct the functional activities for assigned projects for the Office of Budget & Programs (ABP-1), under the Financial Services organization (ABA), in managing the development and maintenance of Standard Operating Procedures (SOPs) and of financial training materials, and the nationwide delivery of federal financial management training.
The incumbent assists in developing, revising and maintaining financial SOPs, guidance, and financial policy documentation in accordance with the Federal laws, regulations, guidance, and policies. Reviews, evaluates and identifies problems and refer these to manager or team lead prior to completing the final version. Collaborates with the Subject Matter Experts to review, evaluate, and finalize documents.
Compiles, inventories, reviews, researches, and analyzes fiscal policy documents from FAA, Office of Secretary of Transportation (OST), Office of Management and Budget (OMS), Government Accounting Office (GAO), and other sources. Reviews, researches, and analyzes fiscal and contracting law and policies. Provides support in the
development, revision, and maintenance of financial training courses for the FAA Analyzes training materials for annual course revisions and provides draft course revisions. Coordinates with SMEs on policy changes. Assists in delivering pilot training courses and revising course content as required based on initial participant feedback.
Researches and responds to questions gathered from financial training course sessions.
The incumbent will work under the general instruction provided by a manager, team leader, or more experienced employee. Incumbent will review work for completion and ensure timeliness and alignment with project requirements. The incumbent will interact with LOBs, contractors, senior management, and staff working collaboratively to develop financial management tools and products.
Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

In addition to meeting the education requirements, qualified applicants must also demonstrate in their resume possession of at least one year (52 weeks) of SPECIALIZED EXPERIENCE

Specialized experience at the FV-F level includes:
Experience in researching and assisting in developing financial, travel, and purchasing standard operating procedures; and
Experience in researching and assisting in developing training materials related to the financial activities associated with budget development and management, travel, purchase card, and contracting; and
Experience in researching and conducting analysis of contract law and funding law, and determining the effect on policy, standard operating procedures and training materials.

4. This position will be filled via the Federal Government's Pathways Program. The Pathways Program provides streamlined developmental initiatives designed to recruit students and recent graduates for federal jobs. In December 2010, President Barack Obama signed an executive order that established the Pathways Programs, consisting of three excepted-service programs; the Internship Program, Recent Graduates Program, and Presidential Management Fellows (PMF) Program. Participants hired through the FAA Pathways program will be placed in temporary, non-bargaining unit jobs with the potential to transition into permanent career tenure positions.
5. Recent Graduates serve a trial period for the entire duration of their excepted service appointment. Participation in this Program may be terminated at any time, at management's discretion.
