This position serves as a Program Manager in the Air Traffic Organization, Program Management Organization, Enterprise Services Directorate,Navigation Programs Group, Satellite Navigation Team, Satellite Based Augmentation System (SBAS) Sub-Team (AJM-3211).
The incumbent will serve as a Program Manager responsible for applying advanced knowledge to resolve issues while ensuring information is provided for all technical aspects of the work. He/she will direct the work of subordinate employees and/or manages multiple projects and/or programs.
Oversees the research, development, and acquisition of complex and highly integrated engineering technology and systems required for establishing and maintaining safe, efficient, productive, and cost-effective operation of the National Airspace System (NAS).
Serves as the SBAS Program Manager, managing a team of professional and technical employees responsible for acquiring satellite navigation systems. Manages cross organizational teams to plan, organize, coordinate, and schedule satellite programs to meet established milestones. Develops and manages Service Level Agreements with other offices as needed.
Serves as an expert and leader in developing and processing global navigation satellite augmentation systems (GNSS) along with their related projects. Leads and contributes to the team to develop and prepare all appropriate plans, including strategic plans, system integration plans, integrated program plans, budgets, engineering management plans, and system engineering management plans.
Manages an annual budget over $100M for the program that includes multiple prime and support contracts. Prepares resource planning documents. White Sheets and OMB Exhibit 300 documentation required to support the budget formulation process. Prepares budget impact and appeal statements and papers.
Provides technical analytical and evaluation support for system requirements analysis, system design, safety, human factors, security engineering, configuration management, reliability, and maintainability engineering. Oversees the design, development, and conduct of complex independent and interdependent engineering studies (i.e. feasibility, life-cycle costing, efficiency, risk analysis, cost benefit, and other engineering economics studies). Prepares and evaluates engineering studies applying FAA systems engineering concepts and practices, software development practices, and team leadership abilities.
Identifies and resolves highly complex issues concerning satellite programs that may cross organizational boundaries and impact strategic objectives. Develops policies, plans, and briefings to convey the strategic vision to internal and external stakeholders. Conducts briefings to various audiences to inform them and obtain support for the programs.
Plans, sets priorities, assigns tasks, monitors and evaluates employee performance, coaches, and develops employee capabilities, approves leave, and recommends or approves corrective action when needed. Manages and collaborates with engineers and operational subject matter experts on a cross domain team to update or rewrite satellite navigation systems specifications.
Represents the Agency at conferences or meetings regarding issues that impact the program.
Collaborates with government and industry stakeholders, sponsors, and users to identify systems requirements and transform validated requirements into system performance specification.
Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

To qualify for this position at the FV-K (FG/GS-15) level, all applicants must demonstrate one year (52-weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade (FG/GS-14) or pay band level (FV-J) in the Federal Service.
