Incumbent provides leadership, direction and guidance for the seven divisions within the Acquisition Policy and Oversight Directorate. In addition oversees the FAA's Acquisition Management System Policy and Guidance, Investment Decision Making for National Airspace Systems Major Information Technology Acquisitions, Acquisitions Workforce Development, Acquisition Oversight, Control, and Reporting, and Cost Price and Audit Services.
This directorate is a large- multi-function organization involved in providing a wide range of highly complex technical, operational, and acquisition related policy, support and oversight for programs that enable the FAA's mission and directly impacts the National Airspace System. Provides leadership and direction to a highly skilled staff of engineers, program managers, acquisition specialists and technical personnel.
The incumbent is a recognized expert within the FAA and provides leadership for highly complex acquisition initiatives and program. The work of the organization is diverse and highly specialized requiring a broad knowledge of acquisition and technical programs. The organization provides services to a very large customer base in the areas of contracting, program management and systems engineering. Acts as technical expert and advisor for the Deputy Assistant Administrator for Acquisition and Business Services and develops new and innovative concepts, approaches, methodologies, techniques, and policies for large and challenging programs and projects.
Provides expert guidance and instructions to organizations within the FAA and DOT to address diverse, complex issues, which often cross multiple projects/programs, or functional and technical areas. Works with senior management and the Deputy Assistant Administrator for Acquisition and Business Services to identify and jointly resolve problems.
Serves as a liaison to other organizations within the FAA, DOT, and other government agencies on all matters related to FAA's Acquisition Management System, Category Management, and Acquisition Workforce Development.
As the Deputy Director, on behalf of the Director, may lead or support many agency executive boards, including the Joint Resource Council, the Acquisition Executive Board, the Acquisition Workforce Council, the AFN Information Technology Steering Committee, the Enterprise Information Management Steering committee, the FAA Enterprise Architecture Board, and the Operations Governance Board. Interfaces with the Office of the Senior Procurement Executive at the Department of Transportation and may act as a member of DOT's Senior Acquisition Council.
Requires a business and technical knowledge of the NAS equipment, procedures and their interrelatedness and functions. Provides advice and insight about the probable effects of alternative courses of action in the acquisition, management, and deployment of major systems or programs for the NAS.
Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.
