Summary

The incumbent of this position serves as Sr. Strategic Planner and acts as a change management practitioner, supporting the effective implementation of Aircraft Certification Service's (AIR's) Blueprint and Comprehensive Strategic Plan.

Responsibilities

Specific responsibilities include, but are not limited to:

Develops and executes a change management plan to implement AIR's Blueprint and Comprehensive Strategic Plan

Aides executives and management in pre-decisional involvement during strategic planning discussions. Discussions may involve decisions that may affect working conditions of the workforce, including bargaining unit employees.

Supports the effective outreach and collaboration of the strategic plan by developing a variety of different briefing materials.

Initiates and supports ongoing collaboration with critical stakeholders within the FAA, bargaining units, and industry.

Ensures completion of Stakeholder Engagement and Change Management (CM) related tasks with other offices, including, but not limited to: progress of CM initiatives (maintains CM Portfolio), tracks and maintains status of CM business plan items, analysis of CM metrics and data reviews, CM communications messaging, oversight of CM administrative functions, etc.

The incumbent applies a thorough understanding of the principles of program management and strategic planning to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Uses web applications for the management of business plan reporting and maintenance.

The incumbent directly supports senior leadership with assessment of stakeholder engagement priorities and advises senior leadership on critical activities to support stakeholders. Conducts organizational reviews independently to identify strengths and weaknesses and to evaluate effectiveness of the change. Makes recommendations based on emerging trends and internal business process changes. Ensures that milestones/goals are met and adhering to approved budgets. Performs gap analysis of long term change program efficiency and effectiveness, and conducts research and data analysis to assist in effective decision making which could include bargaining proposals with multiple bargaining units.

Regularly participates and facilitates senior management meetings related to strategic planning meetings and organizational alignment. Conducts outreach and works with stakeholders to ensure that strategic goals are effectively measured, monitored, and adjusted based on service performance and internal/external influences.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV I, FG/GS 13 in the Federal Service.

Specialized experience is defined as experience with change management and stakeholder engagement, as well as organizing, executing, and then advising in regard to the full life cycle or a major segment of an organization's overall strategic plan and operations, inclusive of extensive studies and communication plans for a complex multi-level organization.
