As an EQUAL OPPORTUNITY SPECIALIST (DISABILITY PROGRAM MANAGER), you will provide technical expertise on disability employment matters pursuant to the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, as amended, Executive Order 13548, 29 CFR 1614.102, and 29 CFR 1630; and support the affirmative employment program principles and policies established by EEO laws, statutes, and policies.

Serves as the Disability Program Manager (DPM) and is primarily responsible for the development, implementation, and operation of the Agency?s Disability Employment Program.

Manages the Agency's Reasonable accommodation Program; including receiving and processing reasonable accommodation requests from employees and applicants for employment.

Provides technical advice and guidance to managers and supervisors on the processing of reasonable accommodation requests.

Facilitates the procurement of assistive technologies through the Computer/Electronic Accommodation Program (CAP) and coordinate all associated procurement activities.

Responds to inquiries regarding building accessibility, reasonable accommodation/technical assistance raised in inquires or requests.

Participates in the development of the Agency?s Affirmative Employment Program Plan (MD-715) and monitor/evaluate program implementation as applicable to employees with disabilities.

Develops, coordinates, and implements activities designed to improve the recruitment, hiring, and advancement of persons with disabilities in the Agency.

Assists in the counseling of people with disabilities about career opportunities and encourages them to participate in self-development and continuing education.

Identifies, develops, and presents strategies to resolve employment barriers of persons with disabilities and disabled veterans.

Conducts periodic assessments and makes recommendations regarding employment programs, outreach strategies, and internal programs for people with disabilities.

Qualifications within 30 Days: You must meet all qualification requirements within 30 days after the closing date of the announcement. Please note that qualification claims will be subject to verification.

Time-In-Grade: Applicants in the Competitive Service who have held a permanent GS position within the past 52 weeks must meet Time-In-Grade requirements. For the GS-13 grade level, you must have one year at the GS-12.


You may qualify at the GS-13 level, if you fulfill the following qualification requirements:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service conducting strategic planning and implementation of Executive Order 13548 with regards to the recruitment, hiring, and retention of individuals with disabilities, effective processing reasonable accommodation requests pursuant to Executive Order 13164 and 29 CFR 1630, and working knowledge of disability program requirements according to appropriate EEO laws, regulations, directives, and policies.

Selective Placement Factor:

The candidate must have at least one year of experience researching, analyzing, and applying EEO laws and agency policies to address and advice on reasonable accommodation requests; providing advice and guidance to managers and supervisors on the processing of reasonable accommodation requests; preparing correspondence concerning employment opportunities for the disabled and responding to inquiries regarding building accessibility, reasonable accommodations/technical assistance raised in inquiries or requests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
