JOB SUMMARY:
Under the direction of the Division Human Resources Administrator, the Employee Relations (ER) Manager supervises the work of the Human Resources ER team. This position ensures integrity and consistency when addressing ER matters, while adhering to state and federal laws and statutes, ADOA rules and regulations and DES policies and procedures. Additionally, the Employee Relations Manager will generate data analytics for strategic planning and participate in the implementation of various Division initiatives.
JOB DUTIES:
Manages an Employee Relations team responsible for performing work of considerable difficulty with high attention to detail and confidentiality; evaluates workloads, determines assignments and resolves issues regarding work methods and processes; steps in as needed to address more complex and difficult cases.
Manages the day-to-day operations of all aspects of personnel as it relates to employee relations matters; manages the leave process and performance evaluations; trains, mentors and counsels direct reports.
Tracks and monitors Division Lean Measures; ensures all actions are completed accurately and in a timely manner.
Confers with Division Program Administrators and managers on confidential employee relations matters; conducts research, resolves issues and provides guidance and/or assistance on ER issues/concerns, including disciplinary actions, performance improvement plans, and coaching and feedback.
Conducts high level investigations at the request of the Assistant Director; confers with the Attorney General’s office, Office of the Inspector General, Office of Equal Employment Opportunity and/or the Office of the Director as needed. Verifies appropriate department rules/procedures have been followed and applied.
Maintains the Division internal tracking system; generates weekly reports of ER actions, status and outcomes.
Conducts state-wide training for management, supervisors and employees regarding ER guidelines, policies, attendance, the discipline process and performance evaluations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Knowledge of:
Laws governing federal EEO programs, ADOA Personnel rules, policies and principles of personal management.
Principles and concepts of Employee Relations.
Human Resource Information Systems; tracking and reporting systems.
Research methodologies; reporting and data analytics.
The Family Medical and Leave Act (FMLA), Fair Labor Standards Act (FLSA) and Americans with Disabilities Act (ADA).
Skill in:
Leadership and supervisor techniques.
Verbal and written communication; directing staff; establishing and maintaining effective working relationships.
Interpreting complex labor laws, regulations, policies, procedures and guidelines.
Problem solving techniques and maintaining confidentiality.
Setting priorities and delegating work assignments.
Ability to:
Plan, organize, manage and oversee a wide-range of employee relations actions and issues.
Handle confidential and sensitive issues.
Interpret and apply ADOA Personnel rules, regulations and policies.
Generate reports, analyze data and verify the integrity of the data.
Maintain objectivity while conducting ER investigations.
Develop and implement effective operating procedures.
Work and manage a variety of diverse activities and details.
SELECTIVE PREFERENCE(S):
At least 2 years of employee relations experience from which knowledge, skills and abilities are achieved. Demonstrated experience conducting ER investigations, including – gathering and organizing documentation, generating reports and reviewing actions and backup documentation for integrity and accuracy.
PRE-EMPLOYMENT REQUIREMENTS:
Driving Requirement: In-state travel is required. An acceptable driving record for the last 39 months is required including no DUI, suspensions or revocations and less than 8 points on your license. A copy of your MVR (Motor Vehicle Record) is required at the time of your interview, if an out-of-state Driver License was held within the last 39 months. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.
Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees.
Successfully pass background and reference checks; employment is contingent upon completion of the above mentioned process and the agency’s ability to reasonably accommodate any restrictions.
