GENERAL SUMMARY:Provides operational direction in the development, implementation, evaluation, and communication of affirmative action plans throughout the system, implementing workforce diversity initiatives and programs, and developing, maintaining, and implementing leadership and employee diversity training. Responsible for the development of core procedures and tools with which to investigate discrimination and harassment claims throughout the system. Provides leadership and direction in the development and\/or enhancements of strategic initiatives that support the goal of attracting, sourcing, recruiting and delivering top talent to HFHS. Responsible for system-wide management and oversight of a team of recruitment professionals in leading the sourcing function, building and developing the external relationship with colleges and affiliations, and the development and execution of recruitment plans and strategies for various critical positions and pre-qualified talent pools for various positions. PRINCIPAL DUTIES AND RESPONSIBILITIES: Designing and implementing auditing and reporting systems that measure the effectiveness of the company EEO programs, indicate need for remedial action, and determine the degree to which the company\u2019s goals and objectives are being maintained Lead the department to serve as liaisons between the company and minority organizations concerned with employment opportunities of minorities and women and fostering diversity programs Facilitates meetings with executive leadership to make certain that the affirmative action plan is reviewed and appropriately implemented Develops, modifies, and maintains employment practices to support regulatory and business requirements. Develops training programs and educates staff about EEO matters Recognizes and defines opportunities to enhance diversity in the workforce. Interfaces and represents the System with external compliance organizations such as the EEOC, OFCCP and other similar State and local agencies. With support from system HRIS, assures that all annual affirmative action reporting assignments (including AAP, EEO-1, VETS 100) are completed in a timely and compliant manner by subordinates. Develop criteria and template for cultural workforce assessments and implement developmental programs for HFHS and the communities it serves. Provide leadership to the entire Talent Selection team, including training, coaching and development, work assignments, goal setting and monitoring, and employee performance evaluations. In coordination with the VP\/Talent Acquisition- Workforce Solutions, provide strategic planning and direction for the Talent Acquisition-Workforce Solutions function. Provide direction and leadership for the in-house executive recruitment function to recruit top notch candidates for executive and senior level positions. Confer with senior leadership to identify needs and workforce planning strategies. Develop and maintain a comprehensive sourcing strategy to ensure the availability of applicants for key critical to fill positions. Oversee the sourcing, screening and hiring activities related to the recruitment cycle. Establish, track and report on metrics related to sourcing and hiring levels. Demonstrate high standards of customer service and interaction with internal customers, external vendors, peers, staff and candidates. Work closely with Consultants to ensure HFHS is sourcing\/hiring at candidate availability in accordance with affirmative action plans. Periodically audits process for compliance. Maintains an active relationship with business unit leadership and HR Business Partners to have knowledge of workforce plans, projected staffing needs and other changes to effectively market careers and identify talent pools. Assists in the development of and maintains Talent Acquisition\/ Workforce Solutions budget. Ensures that key deliverables are met in a timely manner and in accordance with established service level agreements and recruitment budget. Conducts market research on emerging employment and recruitment trends and reports on this data to leadership. Plays an integral role in system retention efforts; analyzes trends in turnover and other retention data to be incorporated in recruitment marketing and sourcing plans. Oversees the System employee referral program; develops and\/or modifies program guidelines as necessary and monitors outcomes with the goal of being a key sourcing channel to identify top talent for critical positions. Represents the team at meetings both internally and externally to ensure the department is appropriately positioned as one of the key system strategies and aligned with other System goals. Maintains professional growth and development through seminars, professional organizations and workshops as appropriate and\/or necessary. Completes other sourcing, recruitment, marketing and retention projects as assigned.\u00a0 Experience and Education Required: Three to five (3-5 ) years of experience in workforce diversity and compliance program. Seven\u00a0to ten (7-10) years of experience in full cycle recruitment for a medium-large multi-site organization; minimum 5 years of demonstrated strong and engaging leadership experience. Bachelor\u2019s degree required, Master\u2019s degree in Business or Human Resources Management preferred. Experience in Employee Relations in accordance to high profile cases required. Demonstrated ability to develop and drive metrics to benchmark levels. Extensive knowledge in all full cycle recruitment components, including employment branding, sourcing, social networking, assessing, legal, job analysis, wage & salary applications, relationship management and due diligence. Flexibility and ability to manage competing demands, constructive feedback, and adaptable in a fast-paced environment. Ability to work effectively with all levels within the organization. Strong interpersonal, communication (oral, written and listening) and presentation skills. Healthcare experience a plus.
