This is a Centrally Managed Position in the Force Support Career Field.
The primary purpose of this position is to serve as the Air Force Affirmative Employment Program (AEP) and Special Emphasis (SEP) Manager, developing concepts, policies, and programs executed by the AEP and SEP programs that contribute to combat readiness and management of the civilian workforce.
Develops Air Force-wide (AF) policies and procedures for proper oversight and execution of the Affirmative Employment and Special Emphasis Programs, conducting Barrier Analysis and comprehensive reviews.
Determines trends and problem areas and provides expert management advisory services. Leads working groups to develop strategies to improve AEP and SEP across the Air Force.
Serves as Executive Secretary to the AF Barrier Analysis working group in an effort to develop strategies/goals that improve hiring, recruitment, and retention opportunities for minorities, women, and individuals with disabilities.
Attends national conventions and civil rights group events. Develops/maintains effective working relationships with DoD, headquarters/secretariat organizations, MAJCOMs, AFPC, EEO Commission, and other agencies, seeking support for AF positions on AEP and SEP issues/proposals.
Prepares/coordinates on a variety of administrative packages such as formal letters, staff studies, Congressional inquiries, staff summary packages, briefings, charts, and staff papers.
Prepares/delivers oral presentations such as briefings, training sessions, and orientations, and conducts consultations and discussions. Researches and recommends actions for improving education and training of AF civilian personnel.
Serves as AF liaison to the Defense Equal Opportunity Management Institue (DEOMI) for AEP and SEP training curriculum. Serves as adjunct instructor.
Occasional travel - You may be expected to travel for this position.

SPECIALIZED EXPERIENCE FOR GS-14
: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-13 or its equivalent). Examples of specialized experience includes work where the incumbent mastered the principles, concepts and methods of federal equal employment opportunity and federal and DoD personnel systems; and, developed broad guidelines/regulations or conducted projects to resolve complex, systematic problems of broad scope in the Affirmative Employment and Special Emphasis program areas to achieve a diverse workforce. Specialized experience also includes work where incumbent 1) gained expert consulting skills while advising managers on complex/sensitive disability issues; 2) identified systematic barriers to equal employment opportunity, developed concrete practiced solutions, and assisted management in integrating EEO action into their consulting management strategies; and/or 3) applied analytical and research techniques, along with considerable judgement to interpret complex factual situations in the context of laws, regulations, and polices. (NOTE: This experience MUST be well documented on your resume or application package.)
Education is not substitutable for specialized experience for this grade level.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of equal employment opportunity and employment laws, policies, programs, their mode of operation, theories, principles, procedures, and practices.
2. Knowledge of civilian personnel management staffing principles such as recruitment, merit selection, job evaluation, job design, grievances, appeals, and labor relations.
3. Knowledge of laws, regulations, principles, and practices of the federal-wide and DoD personnel systems.
4. Ability to communicate effectively, both orally and in writing.
5. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and packaging the entire process into oral briefings, papers, or reports.

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

ACTIVE DUTY SERVICE MEMBERS:
The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a certification of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A certification letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of veteran under 5 U.S.C. 2108(1). The certification must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission

The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid certification of service with their initial application will be found not eligible.
